International Day of Persons with Disabilities

as well as the 60th anniversary of the Universal Declaration of Human Rights (UDHR)

The 2008 theme of the International Day of Persons with Disabilities is "Convention on the Rights of Persons with Disabilities: Dignity and justice for all of us". Since its beginning, the United Nations has been committed to realization of universal human rights for all, including the rights of persons with disabilities. This commitment has been translated into international norms and standards, such as international human rights conventions and international, national and local action for making a difference in the lives of people all over the world.

2008 is a significant year for taking action to make this commitment a reality: the entry into force of the Convention on the Rights of Persons with Disabilities and its Optional Protocol, legally binding instruments as well as the commemoration of the 60th anniversary of the Universal Declaration of Human Rights (UDHR).

Kosovars’ Experts discuss Human Rights in Sweden

Two Kosovars’ Experts on Human Rights and Disabilities end today a two weeks gathering with colleagues from twelve countries in Stockholm, Sweden where they discussed improvements of Human Rights for Persons with Disabilities.

The International Programme is organised by Shia - the Swedish Organisations' of Persons with Disabilities International Aid Association and funded by Sida - the Swedish Development and Cooperation Agency.

- The Swedish experience of strategies and action plans regarding persons with disabilities is very interesting and best ways to join EU and also big opportunity to implement the new Convention on the Rights of Persons with Disabilities, says Hiljmnijeta Apuk representing Little People of Kosova.

Moreover, Zamira Hyseni Duraku, the executive director of Kosovo Mental Disability Rights Initiative stated that “the experience in Sweden was a great opportunity for us to increase our knowledge regarding human rights of persons with disabilities, learn from best practices in the region, as well as new methods to influence changes in our countries".


Since 2005 Shia has certified more than 150 Human Rights Experts from more than 60 countries. In the Programme participants meet representatives from UN, World Bank as well as other International experts on Human Rights and Disabilities. On this 8th International gathering participants represented Kosova, Macedonia, Monte Negro, Croatia, Turkey, Ukraine, Georgia, Tajikistan, Armenia, Serbia, Moldova and Azerbaijan.

Exhibition of authentic culture of persons with disabilities by author Hiljmnijeta Apuk was opened during the Programme.

- It is of utmost importance to strengthen the rights of, and empower, Persons with Disabilities and to exchange professional knowledge as well as best practices within the field of Human Rights and Disabilities, says Roland Hakansson, Chairman of the Swedish Organisations' of Persons with Disabilities International Aid Association.

“October, Month of Disability Mentoring Days - DMD”

The traditional one month campaign in Kosovo ‘’ October - Month of Disability Mentoring Days - DMD’’(Initiative of the New freedom which started in the USA ) aims to promote professional abilities of persons with disabilities and lobbies for providing access to equal opportunities for employment for persons with disabilities by eliminating the barriers that prevent persons with disabilities from participating fully in community life.

The Campaign also aims to fight against poverty, decrease unemployment, promoting increased access into daily community life and fight against the discrimination with which the persons with disabilities are faced everyday. Also, this campaign promotes the new Convention on the Rights of Persons with Disabilities and lobbies for its implementation in Kosovo.

Partnership of NGOs appealed at this conference to the Government and local as well as International Institutions, private business and craft workshops that during this month they offer this opportunity to persons with disabilities and provide promotional employment for one or several days in their institution with a payment per day.

Visual exhibition of author Ms. Hiljmnijeta Apuk was opened during the press conference. The art works expressed respect for integrity, dignity and diversity of persons with disabilities as authentic culture of persons with disabilities and promotion of the Convention on the Rights of Persons with Disabilities.

" Because of discriminatory behaviour and such practice the persons with disabilities usually lives in the shadow and in the society margins.

The highest rate of unemployment is among the people with disabilities and between 18 -65 years old, and there is no existence of any development program or the Code that regulates an employment or ensures fundamental working conditions in relation with access to the state or private sector workplaces.

Furthermore the numerous architectural barriers are the reality today and in the construction and renovating of the public facilities should build proper accessibility based on the needs of their clients/beneficiaries; otherwise the traditional discrimination will be continued in the environmental design by creating barriers in accessibility for the persons with disabilities and by limiting their freedom of movements.

In the “Universe design” it is necessarily to include principles for standard and guidelines development for the accessibility in the public buildings and services, with the intention of non-discrimination of persons with disabilities

Needed measurers for improving a positions of the persons with disabilities are not only the ethics or moral issues of individuals and society, but they are the issues in relation with law principles, and in connection with the same we are requesting that appropriate measures and action to be taken in order to enact the amendments and laws and implement the same that will consist/involve an elements of the Convention on the rights of persons with disabilities.

Even though that is impossible to define fundamental price of human rights, for some steps in enacting and implementation of such laws the financial funding will be needed, and with existence of our confidence and the hope we believe that international financial aid will support state resources for the needs of persons with disabilities in Kosovo." - Ms. Hiljmnijeta Apuk stressed during the conference.
